Embassy legalisation (the only route)
The UAE is not a party to the Apostille Convention. An Apostille alone is not sufficient; you need MEA normal attestation followed by UAE Embassy and MoFA attestation.

1. State authentication of educational document
State Education / Higher Education Department (Regional Authentication Centre)
The Ministry of External Affairs legalises documents on the basis of signatures of designated state signing authorities. Educational documents are first authenticated by the issuing state's education department (often called HRD attestation).

2. MEA attestation (normal attestation)
Ministry of External Affairs (CPV Division) via outsourced agency
MEA legalises the document for countries that are not party to the Apostille Convention. MEA does not accept documents directly from individuals; submission is only through MEA's outsourced service providers (BLS, Superb, IVS, Alhind) at collection centres in 16 cities.

3. UAE Embassy attestation in India
UAE Embassy, New Delhi / Consulate General, Mumbai (via MoFA-approved provider)
After MEA attestation, the UAE mission in India attests the document. The MoFA Digital Attestation service lets you apply once online (UAE Pass login on mofa.gov.ae) and covers both the Embassy and MoFA UAE: an approved provider collects the original, you receive digitally attested documents by email, and originals are returned by courier.

4. MoFA attestation in the UAE
UAE Ministry of Foreign Affairs (MoFA)
Final step: MoFA in the UAE attests the document after the UAE mission abroad. If you used the Digital Attestation service in India this step is included in the same application; otherwise apply on mofa.gov.ae or the UAE MOFA app once in the UAE.
